A few questions about this please

    Is this power supply switched?

    Can it be damaged by plugging it into AC mains to measure output voltage without a DC load connected?

    If "switched" means switch-mode power supply, then yes it is.

    If "switched" means there is a switch to power off the supply (e.g. like many ATX power supplies), then no, it is not switched. As soon as you connect AC power to the AC input terminals, the power supply will start outputting 24V on the output terminals. Since these are meant for embedded use, it's assumed they will be used with a separate switch.

    Most of these industrial supplies have minimum load ratings, but AFAIK, that is only to ensure reliable voltage regulation. The supply itself should not be damaged if you disconnect the load.
    What's up with the scrubbed LED driver IC markings?
    What are they trying to hide?
