Charging in sku 13820: red leds don't become green

    I charge this batts in sku 13820, but red leds don't become green! Batts don't overcharge, voltage after some hours of charging is 3.18. Is build-it protection protect butts, but charger wants to charge more?

    3.18V means that the battery is absolutely empty. If 3.18V is the voltage without any load except the multimeter, the battery may have been damaged by overdischarge ( a completely empty li-ion battery would measure 2.8V under some load and 3.5V open circuit). What is the voltage measured across the charger without any battery inserted?

    Voltage at charger without any battery inserted is 0.3V.

    Hmmm, seems that there is a bad batch of these type of chargers over the last month or two.
    I got 6 off the flat pin ones, and only one worked, the others were like yours.
