Where I live, these cost twice as much as on DX. It does what it is supposed to do, and the quality is as good as the ones you buy in any wild-life/survival shop

    Didn't come with any instructions.

The lighter has two parts; one metal rod of some ignitable alloy, and a file. You scrape some metal dust into a pile, turn the scraper tool, and strike it to ignite. Burns like the sparks on a regular lighter, just more intens.

I don't know how to start a fire with this, and I think carrying a lighter is probably easier. This, however, will probably work even if moist, as the metal doesn't absorb any liquid. Carry both, if your hardcore like me.
