It's simply a housing for a lithium ion battery with a hole drilled in the bottom for the cable. Inside is a linear regulator (L7808) and two electrolytic capacitors mounted on a circuit board. The regulator is mounted on a piece of aluminum to dissipate heat. The cigarette lighter plus has an included fuse.
There may be a con. I'm not sure which will get hot first, the regulator or the transmitter part of the radio (when
transmitting). A more efficient regulator would be a switching type, but that would be more expensive, but the
switching regulator might be more electrically noisy.
Listening to an FM radio station at full volume I measured around 300mA. So 18.8V-8V=5.8V, 5.8Vx0.3A = 1.74Watts in heat. Transmitting was about 0.8A, so 5.8Vx0.8A = 4.64Watts in heat output from the regulator chip. It could be run run from a higher voltage than a car (13.8V) if you wanted to modify it to improve heat dissipation.
A way to get longer usage of the Baofeng instead of using the battery.
