Packaging kept all batteries separate from each other so didn't have a problem with shorting out. 19 of mine were between 3.4 and 3.5 volts (most were 3.46), and 1 battery was dead on arrival (under 1 volt).
Since they don't come in individual blister packs, you should either test them with a volt meter or else be prepared to have to replace one immediately after trying to use it (you may get a dead one or two). This bothers me not at all.
It boggles the mind how cheap these are. I'll post some pictures of the packaging so you can see how they were kept separate, I think DX has solved this problem.
