It should do its job protecting the chainstay again chainslap. The material is long enough to span the entire length of the chainstay that is usually hit by the chain during shifting.
The neoprene material is really thin and the velcro used seems "brittle". But since this is not meant to be removed on a regular basis (aside from cleaning), it should suffice.
It should be sufficient to prevent paint scratches and chips. It is definitely better than nothing. If you want added protection, you could probably wrap your chainstay with additional material (a strip of old bike inner tube, extra handlebar tape or even just duct/electrical tape) and then cover it with this chainstay protector.
For the low price, it's definitely a good purchase. It should prevent paint nicks and scratches. You could even buy two and use one for either side (the left side and the chain side) and use them as decoration
