-Almost undoubtedly illegal for commercial use wherever you might live, amateur will depend on your country's regs.
-Scanning speed's a little slow, but it's not a scanner anyway.
I recieved this radio two days ago and I've successfully used it to connect to 2m and 70cm repeaters located more than 30km away with crystal clear reception. Programming can be a little confusing at first, but the manual translation came out well and is very understandable.
Be warned this may very well be illegal where you live: it's unlocked and easily programmable in the field. This automatically excludes it from most commercial operations. Ham depends on the regs.
Comparable big-name radios start at $200, and those come locked. At this price, this is definitely worth it for the ham on a budget or as a spare.
