It's an Arduino Nano V3.0 and it's cheap as, come with a usb cable and is almost plug'n'play.
Got mine up and running pretty quickly considering it's my 1st Arduino ever.
Packaging was a but light and one pin was a little bent, but not a major issue.
Finding the right usb drivers was the only hickup I had and managed to find the correct ones for my win7 64bit os after working through the support information on http://arduino.cc/en/Guide/Windows#toc4
The text on the board is tiny, but I guess that's because it is a NANO :)
Had no problems working with the http://arduino.cc/ software.
I'm really happy with this device and I put together a nice kit for the Nano from other DX items.
